Eastern Europe in 1975 provides the atmospheric backdrop as a routine flight to Istanbul becomes a deadly puzzle when Armenian terrorists hijack and destroy an aircraft carrying a People's Militia investigator. Secret policeman Gavra Noukas and homicide detective Katja Drdova find themselves partnered on what appears to be a straightforward terrorism investigation, but their superior, the mysterious Brano Sev, seems to be concealing crucial information about their true mission.
